Three plans

Lawmakers will continue special session on property taxes Monday. Leadership in the House is working through proposals.

• House Democratic proposal:

Save Our Homes protections transferable to new homesteads, on homes valued up to $1 million — but only on the nonschool part of the tax bill;

All homesteaders get Save Our Homes exemption advance equal to 40 percent of the median home value for that county — school taxes not included;

The exemption for low-income senior citizens would increase by the full median home value for each county — school taxes not included;

Businesses get a $25,000 exemption from tangible property taxes;

Property tax assessment increases for non-homestead property, such as businesses and second homes, would be limited to 7 percent a year.

Tax breaks for affordable housing;

Tax breaks for working-waterfront property;

• House Republican proposal:

Save Our Homes protections transferable to new homesteads, on homes valued up to $1 million — not applicable to school taxes;

Exemptions for homesteaders would increase to $50,000 — not applicable to school taxes;

New home buyers would get a Save Our Homes exemption advance equal to 25 percent of their home value, capped at 25 percent of the county median home value — not applicable to school taxes;

Low-income senior citizens would be exempt from paying any property taxes;

Property tax assessment increases for nonhomestead property, such as businesses and second homes, would be capped at 3 percent a year;

Increases state sales tax by a penny to replace lost school funding;

Businesses get a $25,000 exemption from tangible property taxes;

Tax breaks for affordable housing;

Tax breaks for working-waterfront property;

Changes burden of proof in assessment challenges to favor property owners more

• Senate bill, passed Wednesday:

Portability of Save Our Homes tax protections, up to$1 million in value;

Double the homestead exemption to $50,000, not applicable to school taxes;

New home buyers would get a Save Our Homes exemption advance equal to 25 percent of their home value, capped at 25 percent of each county’s median home value;

Low-income senior citizens exempted from property taxes on the first $100,000 of a home’s value.

Businesses get a $25,000 exemption from tangible property taxes;

Tax breaks for affordable housing;

Tax breaks for working-waterfront property;

Changes burden of proof in assessment challenges to favor property owners more.
